Disadvantaged Business Enterprises (DBEs) can minimize overall risk by using more accurate bidding and estimating tools and techniques. This model builds support for predictable outcomes to increase business capabilities and obtain procurement awards that lead to job creation. The infrastructure of DBEs are strenthened to maximize minority and women owned business opportunities. We help make new businesses possible and existing businesses grow.
Assessments produce tailored action plans that can help increase productivity and profitability and to expose the business to a more broad range of contractual opportunities. Plans of Action can include items such as developing more comprehensive Human Resource procedures, obtaining safety trainings and certifications; and obtaining financial counseling.

Our state-of-the-art Community Connect computer labs and conference rooms are availble for rent.
Application: $40 Annual fee.
Our membership-based Plan Room fills a critical need in the local construction industry. The Plan Room works by receiving graphical files and plans from architects, planners and owners,
and updates construction project lists and forecasts. Services:
- Copy Services provides hard copies of prints and allows members to take the job home
for takeoffs and estimating at their own business locations.
- Projects-Out-To-Bid Bulletins from all over North Carolina allow members to identify potential projects for bidding outside of Wake County.
- Daily Project Updates at the Plan Room bulletin board keep members apprised of all new projects, bidders’ lists and other critical project information.
- The NC Dept. of Transportation supports 20 hours weekly (Noon-5:00 Mon-Thurs).
Join the Plan Room - The business service gap filled by the RBTC Plan Room is significant: Emerging construction contractors and established contractors will utilize our expertise to successfully bid and deliver their contracted services.
